Serves as the senior-most legal and compliance leader for the Allegiance business, acting as a trusted advisor to executive leadership and a key member of the executive team. Partners with Cigna legal counsel and enterprise leadership to proactively manage legal, regulatory, contractual, and enterprise risk matters enabling strategic objectives while protecting the organization’s reputation and fiduciary obligations. Demonstrates executive professionalism, sound judgment, and discretion in all interactions with employees, clients, regulators, vendors, and the public, and serves as a visible role model for the Company.
Provide strategic, practical legal counsel to senior leadership across business lines, balancing risk with business priorities
Lead legal and regulatory support, including monitoring developments and serving as a key liaison with regulators and external partners
Oversee outside counsel engagement, performance, and spend to ensure effective and cost-efficient legal services
Provide legal and compliance guidance across core functions, including sales, client onboarding, RFPs, contracting, and operations
Review, draft, and negotiate complex agreements (e.g., vendor, provider, BAAs, licensing) and establish contracting standards
Support corporate governance and entity management activities, including filings and documentation
Oversee regulatory inquiries, complaints, and data requests, ensuring accurate and timely responses
Provide legal oversight for key operational areas (e.g., appeals, subrogation, overpayments, Medicare secondary payer matters)
Partner with business leaders to resolve escalated client issues and ensure compliant, risk-aligned outcomes
Lead and enhance the compliance program, including HIPAA Privacy and Security, training, monitoring, investigations, and incident response
Support accreditation and audit readiness efforts (e.g., URAC) and policy governance
Lead and develop Legal and Compliance team members, including direct oversight of the Compliance Director
Qualifications, Skills & Capabilities:
JD required
10+ years of progressive legal experience, with significant experience within a TPA, health plan, or highly regulated healthcare environment required
Direct TPA experience strongly preferred, with demonstrated understanding of operations, regulatory requirements, and client-facing dynamics
Proven experience leading and developing teams, including ability to coach, influence, and drive performance
Demonstrated executive presence, with ability to effectively engage, influence, and advise senior leadership and external stakeholders
Strong knowledge of applicable laws and regulations (e.g., ERISA, HIPAA, insurance/TPA operations, contracting, employment law)
Experience supporting or leading compliance programs, including policy development, training, monitoring, and investigations
Exceptional judgment and ability to provide practical, risk-based legal guidance in a complex environment
Strong analytical, drafting, and negotiation skills
Ability to manage competing priorities and operate effectively in a fast-paced, evolving environment
High level of professionalism, discretion, and ability to handle sensitive matters
This is a remote role with periodic travel expected (monthly and quarterly) for team meetings, leadership engagement, and key business needs.
If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.
For this position, we anticipate offering an annual salary of 171,800 - 286,400 USD / yearly, depending on relevant factors, including experience and geographic location.
This role is also anticipated to be eligible to participate in an annual bonus plan and long term incentive plan.
